What this measure includes

From HDX: The average and median length of time clients are active in the report range in Emergency Shelter and Safe Haven (Metric 1.1), and Emergency Shelter, Safe Haven, and Transitional Housing (Metric 1.2). Metric 1b uses the client's approximate date this episode of homelessness started and includes time spent in permanent housing projects between Project Start and Housing Move-In.
